This was a never shipped feature that was near and dear to my heart. It addressed two things.
First, I knew that people sometimes remember the app they used to create a document, but perhaps not the name of the document or where they put it. I feel this is still a great shortcoming in macOS.
I feel that where a document is filed is not as important as what it contains and when you worked on last. Just in my own experience, I see people freeze up when the OS asks them where to file something and what to name it.
I felt that documents should be loosely tied to applications for those that thought of their documents that way. Why waste time filing things away if you remember you created it in MS Word yesterday?
